Phase 3 of Kelsey Park is located between Memphis Avenue and Knoxville Avenue (just east of Phase 2). It consists of 86 single-family residential homesites, including 16 lots that face the proposed park. Phase 3 was also a selected site for the 2014 Lubbock Parade of Homes™.
